ARLINGTON, Texas (KSLA) - Officers with the Arlington Police Department (APD) were dispatched to an armed robbery in progress call that resulted in the arrest of a man who was wanted in Shreveport, La., for attempted second-degree murder.

It happened Jan. 10 at a title loan business in the 600 block of West Pioneer Parkway in Arlington, Texas. A passerby called 911 and reported seeing two individuals who possibly were armed enter the business.

Surveillance cameras inside the business captured a man, identified as 37-year-old Kelvin Dewayne Bivens, entering through the front door, pointing a handgun at four employees working inside, and instructing them to get on the ground.

A second suspect, identified by APD as 38-year-old Kelvin Lewis, entered the business behind him. The two men then rummaged through drawers and the employees’ purses before instructing the employees to move to a back room. Once in the back room, they bound the employees’ arms and legs with tape, according to officials with the police department.

After the 911 call was made, officers arrived on scene and began setting up a perimeter. Officers who were covering the back of the business initially knocked on the back door and announced themselves as police. They then took cover behind their patrol vehicles and attempted to call the suspects out of the building using the vehicle’s PA system.

Not long after, Lewis exited out the back door and immediately took off running. Moments later Bivens stuck his arm out from behind the back door, still holding the gun, and began firing. Two officers then fired back.

Bivens retreated back inside the business and attempted to exit out the front door. Officers posted on the front side of the business took him into custody without incident.

No officers were injured during this incident.

Shortly after the shots were fired, the employees were able to get to the back door where officers saw them and safely removed them from the building. Although shaken, they were not injured.

Bivens was charged with one count of aggravated assault against a public servant and one count of aggravated robbery.

After conducting follow-up investigation and reviewing evidence left at the scene, detectives were able to identify Lewis as the second suspect. They obtained a warrant for his arrest on one count of aggravated robbery. On Jan. 23, members of the U.S. Marshals North Texas Fugitive Task Force located him in Arlington and took him into custody without incident.

Lewis also is wanted by the Shreveport Police Department in connection with the death of pharmaceuticals delivery driver Billy Jamison, who was robbed and fatally shot at a Walgreens on Jan. 22. SPD said Lewis’ first name also is Kelvin.
