DEBERRY, TX (KSLA) - Two East Texas people have been charged with animal cruelty after Panola County Sheriff's Office says a dog was found hanging from their porch last week.
Deputies say they arrested 60-year-old Francis Louise Chlastak and 47-year-old Donnie Glen Chlastak on Tuesday and charged them with cruelty to non-livestock animals: torture.
Both were taken to the Panola County Detention Center. Francis Chlastak was released Tuesday on a $2,000 personal recognizance bond, but her husband remains in jail with a bond set at $10,000.
Deputies say they were alerted to a possible animal cruelty situation by a passer-by. When they arrived at the Chlastak's home on County Road 3150, they found a dead dog hanging from the porch railing by a cable, the agency said.
The deputy asked Francis Chlastak about the dog and according to an offense report filed in the case, she "stated she knew the dog was hanging from the porch and had contacted her husband. Her husband told her he was busy."
The dog was still alive and struggling at that time, the report said.
The deputy then went next door to talk to Donnie, who reportedly denied knowing about it once he was asked why he did not go help the dog.
Francis Chlastak "could have unhooked the dog from either end of the cable but did nothing except call her husband who was next door," according to reports.
