PAR Releases Constitutional Amendment Guide

The Public Affairs Research Council of Louisiana has released the PAR Guide to the 2015 Constitutional Amendments. The Guide explains the potential impact of the four constitutional amendments that the public will consider on the October 24 ballot statewide. This independent, non-partisan review will help voters understand the issues and the potential changes so they may develop their own positions on each proposition.
 
The propositions address state transportation funding, the Budget Stabilization Fund, financing for the state's infrastructure bank, new criteria for legislation during fiscal sessions and the taxation of property.

"Louisiana voters are faced with important decisions this election, including legislative seats and the state education board, and of course the governor's race," said Robert Travis Scott, president of PAR. "Further down the ballot, voters will find some complex proposals for changes to the state Constitution that could have far-reaching impact. The PAR Guide provides the knowledge to grasp the issues and make informed voting decisions."
  
For each proposed amendment, the Guide provides essential background information, describes the change under consideration and offers pro and con arguments. PAR does not make voting recommendations on the amendments. A supplemental section provides more in-depth background for those who wish to delve deeper.  
 
The PAR Guide to the 2015 Constitutional Amendments is available on PAR's website at www.parlouisiana.org. The Guide is available in interactive website and printable pdf formats. The website also has a complete list with explanations of all amendments that have been proposed and adopted since the new Constitution in 1974 as well as charts showing the counts of passage and failure of the proposals.
