Mooretown shooting victim identified

SHREVEPORT, LA (KSLA) - Shreveport police have identified the man who was shot to death while walking down the street early Friday morning outside an apartment complex in Mooretown.

50-year-old Jock Maurice McKinney was found lying in the street in the 5600 block of Kennedy Drive near the Clear Horizons apartments just before 1 a.m. Police say he had been shot at least once. He was taken to LSU Hospital, where he died.

Officers could be seen searching a nearby field and collecting evidence from the street shortly after his body was found.

Police believe McKinney, who lives in the area, had apparently walked to a nearby store at some point during the night and may have been on his way home when the shooting took place.

Neighbors who live right next to the crime scene would later say they slept right through the violence and that this is not typical for the area. "Because I never remembered nobody getting shot," said neighbor Betty Smith.

And neighbor Charlie Dinkins added that in his forty years living in the same house on Kennedy Drive, this area has not been known for such violence. "No, not really. Every once in a while you hear about a crime but not this type of stuff."

This case becomes the city's 13th homicide of 2013 in Shreveport. That's five more than this time last year and it's on pace to surpass the 20 homicides in each of the previous two years.

That's still a far cry from the 30 to 40 homicides Shreveport averaged just a decade ago. Police credit the public's help for the sharp drop. "For one, community involvement is paramount. Any time there's a homicide the information that we gather from community citizens is invaluable," explained Cpl. Marcus Hines.

In fact, police say community-oriented policing has made the biggest difference, by officers forging relationships with people on the streets. Hines added, "they build on the ones that are already existing and they gather information, intel and many different things that help us do our job much better."
