40 year old Carl Richard a Shreveport City Marshall deputy sits behind bars at the Caddo Correctional center charged with forgery, injuring a public record and filing false public records. Richard turned himself into CCC Wednesday evening. Shreveport Police Chief Henry Whitehorn received a report of richard allegedly forging dispositions and the city prosecutor Terrell Miles' signature on traffic court case files. The incidents, which were reported to police on April 28, allegedly occurred on April 17 and Feb. 21, of this year. The charges are all felonies, which will be prosecuted in Caddo Parish District Court. Bond for Richard has been set at $150,000. But this isn't Richard's first time behind bars. Back in October 2001, Richard was charged with aggravated battery after shreveport police say a 29 year old man sustained what they called "questionable injuries, when richard arrested him at "What's on Tap" on Mansfield road.
