The Caddo Federation of Teachers and Support Personnel is fighting back against a proposal that's aimed at stopping teachers from taking part in survey's, studies and investigations without prior approval from a supervisor.
Tammy Phelps is the sponsor of the proposal, she was not at the meeting Tuesday.
It still had its first reading with one school board member who supports it saying the proposal is designed to make sure teachers who are on the job, do their job.
Jackie Lansdale with the CFT-SP says it goes against the employees first amendment rights to freedom of speech.
The proposal will go before a vote in two weeks.
Lansdale says she plans on fighting it.
