SUMMARY:  AUTHORITY FOR THE TOWN OF VIVIAN TO LEVY A 1/2% SALES AND USE TAX TO BE USED FOR THE PURPOSE OF OPENING, PAVING, CONSTRUCTING AND IMPROVING PUBLIC STREETS AND BRIDGES, INCLUDING DRAINAGE INCIDENTAL THERETO, AND FURTHER AUTHORITY TO FUND THE PROCEEDS OF THE TAX INTO BONDS FOR THE AFORESAID PURPOSES.

Shall the Town of Vivian, State of Louisiana (the "Town"), under the provisions of the Constitution and statutes of the State of Louisiana, be authorized to levy and collect a tax of one-half of one percent (1/2%) (the "Tax") (an estimated $250,000 reasonably expected at this time to be collected from the levy of the tax for an entire year) upon the sale at retail, the use, the lease or rental, the consumption, and storage for use or consumption, of tangible personal property and on sales of services in the Town, all as defined by law, with the avails or proceeds of the Tax, after paying costs of collection and administration (the "Avails"), to be dedicated and used, after making all necessary payments in connection with any bonds payable from said Tax, for the purpose of opening, paving, constructing and improving public streets and bridges, including drainage incidental thereto and shall the Town be authorized to fund the Avails into bonds from time to time for the aforesaid purposes, for paying costs of issuance and funding necessary reserves for the payment of such bonds, all in accordance with Sub-Part F, Part III, Chapter 4, Title 39 of the Louisiana Revised Statutes?
