TEXARKANA, AR (KSLA) -

Texarkana, Arkansas city Board Member Ruth Penny-Bell has become the second candidate to announce a bid become the city's next mayor in November.

Penny-Bell has served for as Director of Ward 1 since 2009. She says she was encouraged by a group of citizens to run for the city's top elected job. "In a democracy, there was a choice and they wanted a choice and they asked if I would run," Penny-Bell told KSLA of her decision. "After prayerful concern, I decided at least I could give everyone a choice."Friday was the deadline to file for the November election in Arkansas. Former Arkansas state representative and former Texarkana, AR., Board of Directors member David Haak has also filed to run for mayor in the November election.

Outgoing Texarkana, AR Mayor Wayne Smith was expected to seek re-election until accepting a job as operational manager of the New Haven Golf Course. Smith announced on August 5 that he would not run again after all as a result of the new job. He was elected mayor in 2010. His last day is Dec. 31.
