Newly-formed Caddo Homeland Security staff sworn in

The newly-formed Caddo Parish Office of Homeland Security and Emergency Preparedness opens Tuesday, and the first order of business was making its staff official.

Sheriff Steve Prator swore in a staff of three as Caddo sheriff deputies during a ceremony at 9 a.m. Prator was appointed director of the Caddo OHSEP after the jointly operated Caddo-Bossier office dissolved June 30 and opened separate offices July 1.

Robert Jump, Lisa Carmack and Tony LeBlanc will help run the Caddo OHSEP. Jump and Carmack are former Caddo- Bossier OHSEP employees. Jump, who has 12 years of experience, will serve as Caddo deputy director.

Carmack, who has eight years of experience, will serve as manager. LeBlanc, a retired Shreveport police captain with more than 30 years of experience, will serve as senior deputy of field operations.

“We brought over a quality staff that brings years of experience in homeland security and emergency preparedness,” Prator said in a news release. “We expect this to be a seamless transition.”

Prator will oversee the Caddo office in addition to his duties as sheriff for no additional pay.
