Prep remains unfinished in Brazil on eve of World Cup

(CNN) - Many of Brazil's World Cup preparations, including construction on stadiums and airports, remain unfinished on the eve of the global soccer tournament.

Infrastructure expert Paulo Resende said he believes fans will be able to get to games easily, but that is not because the country delivered the promised work. It is because game days will be declared holidays.

"The World Cup will be delivered, but it will be delivered through holidays, alternatives in airports, temporary terminals, etcetera," he said.

The metro systems in Belo Horizonte and Salvador, as well as the airport in Manaus, remain unfinished. It is that lack of tangible investment in urban infrastructure that has Brazil's residents upset.

Protesters have lashed out at the government for spending $4 billion on stadiums instead of buses, schools and hospitals. Many protests have turned violent.

In Rio de Janeiro, police and soldiers moved into dozens of shantytowns to crack down on violent crime drug gangs, especially near tourist hotspots.

For the World Cup, Brazil plans to deploy 157,000 police and troops.

"I can assure that Brazil has conducted a very well planned operation to secure the 12 cities," said Gen. Roberto Escoto of the Brazilian Army

As for stadiums, some are more ready than others. The iconic Maracana underwent a stunning renovation, but the grass is patchy.

The Sao Paulo arena has been FIFA's biggest headache. Days before kickoff, workers were still finishing up on VIP boxes and recently installed provisional stands.

The last-minute test matches were only partial capacity. On opening day, the stands are expected to be 100 percent full.

However, the fear of sitting in an untested arena does not seem to be slowing record-breaking ticket sales.
