TEXARKANA, AR (KSLA) -

The Arkansas State Police have charged an inmate held at the Southwest Arkansas Correction Center in Texarkana with hindering the operation of a vital institution.

Last week a fire at the prison caused the evacuation of inmates and staff. Police now say Billy Russell, 22 or Randolph County, AR, was the man responsible for the crime.

They say Russell set a roll of toilet paper on fire and placed it inside of an air vent.

Police have not revealed any possible motive for Russell's actions.

He has been serving time on a breaking and entering charged. Russell has now been transferred to another lockup with the state department of corrections.
