SHREVEPORT, LA (KSLA) -
The suspect wanted by U.S. Immigration and Homeland Security investigators for alleged child pornography believed to be in or near the ArkLaTex has been captured.
The suspect was arrested Monday evening at a residence near Jonesboro, LA after HSI received nearly 50 tips from the public via the HSI Tip Line.
U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) put out a call Monday afternoon seeking the public's help in identifying the suspect they referred to as "John Doe," and possibly rescue a young victim they believed could be with him.
They said evidence indicated the suspect and/or the young victim might have been living in or travel to the Shreveport and/or Jonesboro areas. A "John Doe" arrest warrant was issued for the suspect in U.S. District Court for the Western District of Louisiana.
As of late Monday night, KSLA News 12 was able to confirm the suspect had been captured, but U.S. Department of Homeland Security spokesperson Bryan Cox says "rules prohibit releasing any information," including a name, before the suspect makes his initial court appearance. Cox says that is likely to take place sometime in the next few days in the Western District of Louisiana.
According to a statement released Monday afternoon by ICE before the arrest, HSI special agents investigating the case believe "John Doe," an adult male, produced two child pornography videos using a smartphone in which he recorded himself engaging in sexual contact with a prepubescent minor between 6 and 10 years old.
Canadian law enforcement officials discovered the two videos in May during a search warrant for a child exploitation investigation there. After forensic examination of the files in that predator's collection, Canadian investigators discovered two child pornography videos with GPS coordinates embedded in the files indicating they were taken in Jonesboro. The two videos, recorded Feb. 29, 2012, and March 2, 2012, were forwarded to HSI Shreveport for further investigation.
HSI Shreveport investigators were unable to identify the suspect using traditional investigative means and now request the public's assistance.
"John Doe" described as being around 18 to 20 years old, has pale skin with straight dark-brown hair over the ears, and light blue or green eyes.
In addition to public appeals, HSI Shreveport has distributed the "John Doe" information and photos to fellow law enforcement agencies and to the National Center for Missing & Exploited Children in a unified effort to find the perpetrator and rescue the child.
HSI requested that anyone with information about this person contact the agency immediately by calling the 24-hour HSI Tip line at 1-866-DHS-2ICE. The public can also submit an online tip at www.ice.gov/tips/ or by downloading the Operation Predator smartphone app and submitting a tip via the app.
All tips will remain anonymous. There is no word on whether it was a tip that led to "John Doe's" arrest.
HSI encourages the public to report suspected child predators and any suspicious activity through its toll-free Tip Line at 1-866-DHS-2-ICE or by completing its online tip form. Both are staffed around the clock by investigators. Suspected child sexual exploitation or missing children may be reported to the National Center for Missing & Exploited Children, an Operation Predator partner, via its toll-free 24-hour hotline, 1-800-THE-LOST.
