Captured ETX murder suspect's behavior 'odd, not right'

An East Texas man, once on the run from law enforcement, is now in jail, accused of stabbing his sister to death.

Titus county authorities say last night, the body of 56-year old Theresa Collins was found stabbed to death at a home on Lillienstern Street in the town of Talco, north of Mount Pleasant. Investigators say her husband discovered the body after he returned from buying food in Mount Pleasant. Overnight, authorities tracked down the suspect, who turned out to be the brother of Collins' husband. 

Security video shows 50-year-old Steven Neugent pulling into the '1-Pitt Stop' in Pittsburg around 10 Wednesday night. 

"This weird guy just rolls up and he was sitting at this pump 3 right here. He was just staring at us. He was just looking at us. I had no clue who he was," says witness Carleigh Baker.  

Neugent is seen in the video wandering the property aimlessly. Baker was helping a motorist repair a car nearby when Neugent approached them. 

"I thought he did not look right, there was something wrong and he was just not a person I wanted to be around," she says.    

There were a number of people at the gas pumps when Neugent pulled up, and almost immediately his behavior created some concern.

"When he would talk, there was no kind of emotion in his voice," Baker says.   

Surrounding counties were notified about a missing vehicle, and Pittsburg police spotted Neugent at the 1-Pitt Stop.

"When the officer told him to put his hands on the truck where I was sitting, then the officer said  'you're wanted for murder'. I just kind of flipped out. I didn't want to be anywhere near him," says Carleigh.

Authorities say Neugent confessed to killing his sister in a heated argument. Neugent was arrested for first-degree murder and remains in the Titus county jail. If convicted, Steven Neugent could face up to life in prison.
