Caddo deputy cleared in fatal shooting of Blanchard man


The Caddo Parish DA's office has determined that deadly shooting of a Blanchard man in June 2013 by a Caddo Parish sheriff's deputy was justified. 

The DA's office emailed a news release about their findings. It reads in part, "The statements of the deceased's family members, responding firemen and the two Deputies who were present match the video recording and the evidence recovered from the scene."

In releasing their findings Friday, the DA's office also released the dashcam video from the incident, which shows 28-year-old Joseph Hanegan refusing to comply with the deputy's orders to come out of his car with both of his hands showing.

"(He) showed a lot of professionalism , a lot of character, and his training kicked in," said Sheriff Steve Prator.

In the dashcam video, the deputy can be seen approaching Hanagan as the man sits in the passenger side of the car. According to the Caddo Parish Sheriff's Office, Hanagan told the deputy at that point that he had a gun. That's when the deputy is seen dropping his taser and reaching for his gun.

When Hanagan finally does emerge from the car, he can be seen making a gesture that the deputy is forced to instantly respond to as a potential threat. Three shots were fired. Hanagan was hit once in the chest.

Paramedics were already on scene before the shooting. Hanagan, who turned out not to be armed, was later pronounced dead at the hospital. The autopsy showed that his blood contained high levels of methamphetamine, as well as other narcotics.

The DA's investigation found no wrongdoing in the deputy's actions, saying he did everything by the book.

"People don't get in to law enforcement so they have an opportunity to kill somebody, they get in it because they want to help people," said Sheriff Prator. 

The deputy, whose name has not been released, was cleared in the shooting in the Caddo Sheriff's Office investigation shortly after the shooting and has been back on duty ever since.
