One of the best things Louisiana has ever done is create the Louisiana Tuition Opportunity Program for Students (TOPS).
This is where graduating high school students who are academically qualified are awarded scholarships to attend state universities.
The legislative auditor just released a report on TOPS. While it found many of the students who received the scholarships eventually lost them for one reason or another, here is the most important statistic: 69% of TOPS students graduated. That's a big deal.
It's important to monitor the TOPS program to ensure every dollar is being spent wisely and to make adjustments when necessary. But one think is true: TOPS has been a valuable resource for thousands of outstanding Louisiana students and their families. I know: My daughter was a TOPS student graduating from LSU.
