Bowie County takes ownership bids for two jails

It's still unclear who will take over two jails in Texarkana.

Last November, Community Education Center, which currently owns the Bi-State Justice Center and the Bowie County Detention Center, gave the county 90 days to find another vendor to operate the two facilities.

Bowie County Commissioners on Tuesday opened three bids from companies interested in taking over the job: LaSalle Corrections of Ruston, La.; Emeral Correctional Management of Shreveport; and Community Education Center.

"They are in the ball park as to what we are looking for. There is a little bit we want to negotiate on, but otherwise, I am very pleased with the proposals we have received," says Bowie County Judge Sterling Lacy.

A decision for the job is expected to be made next Monday.

Regardless of which company is awarded the contract, the 130-plus workers at the two facilities will keep their jobs, Lacy says.
