A correctional officer at the Bi State Justice Center has been charged with improper sexual activity with a person in custody, after a female inmate claimed she was sexually assaulted.
The Bowie County Sheriff's Office was contacted on Monday by a local FBI Agent and advised of a reported sexual assault in the Bi State jail involving Correctional Officer Kristopher Williams, 27. Working with the FBI agent, the Bowie County Sheriff's Office says an investigation was conducted, and statements were obtained from the victim and reported witnesses.
According to the Bowie County Sheriff's office, the victim alleged the sexual assault occurred in areas of the jail hallway that were not covered by jail observation cameras, and area known as "the side door."
Many hours of video from the jail hallways were viewed for encounters between Correctional Officer Williams and the victim. Video was located for July 9th and July 13th that showed Correctional Officer Williams and the victim in the area of the "side door."
Investigators say the victim could plainly be seen walking playfully away from CO Williams, and that she looked over her shoulder and was obviously smiling. Correctional Officer Kristopher Williams was interviewed, and according to investigators, admitted to the inappropriate touching of the victim, but claimed it was consensual after several months of flirting from the victim.
Based on probable cause a warrant was obtained for Kristopher Williams for improper sexual activity with a person in custody, a felony. He was arrested today, July 27th at 10:33AM. His bond was set at $7,500.00.
He is no longer employed by Community Education Centers, which contracts the operation of the state jail.
