Sailor sentenced to life for child porn

SHREVEPORT, LA (KSLA) -

A federal judge in Shreveport, Louisiana has handed down a life sentence to a Fort Bliss Sailor for his part in a global online network of child porn. Two others, Jonathan Mayor from Newport, Tennessee, and Micah Turner from Roy, Utah were sentenced to 17 ½ years.

Their sentences are the result of a federal investigation that started in the Ark-La-Tex in 2009. The investigation was called Operation Delego – and it targeted 72 Dreamboard members from fourteen countries including the U.S..

Prosecutors describe Dreamboard as a once highly managed website- based community dedicated to the sexual abuse of children and the creation and dissemination of graphic images and videos of child sexual abuse throughout the world.

Investigators say the website's policies worked to conceal the members' activities from law enforcement, and membership was tightly controlled by the administrators of Dreamboard. In order to join the website a prospective member would reportedly be required to upload and share images and videos of adults molesting children, often violently. And members were encouraged to produce original images and videos so that the community could build a private library of child porn.

The highest level of membership was called Super VIP. Members who achieved that level, according to court documents, had created new images of child pornography by molesting children and then shared those images with board administrators.

According to prosecutors 49 year- old Robert Cuff was an active participant in the international criminal organization.

The U.S. Attorney's Office announced Tuesday that Cuff, a Command Master Chief in the U.S. Navy stationed at Fort Bliss, not only participated in child exploitation, but that he also engaged in a pattern of activity involving the sexual exploitation of a five year old child.

U.S. Attorney, Stephanie Finley stated "We agree with the court's statement that this defendant was much like a Dr. Jekyll and Mr. Hyde; to those who knew him in the military, he appeared to be an outstanding soldier but as the judge stated: this defendant had a dark side involving the advertising of child pornography and the rape of a young child."

Earlier this year, Edward Owedealdt from Claiborne Parish pleaded guilty to child porn charges stemming from the same investigation. His sentencing is scheduled for August 1st.

In all, 42 members have been convicted.

Their sentences range from fifteen years to life in prison.

The U.S. Attorney's Office estimates that prosecuting all of these cases will take about two years.
