BOSSIER PARISH, LA (KSLA) -
A lawsuit filed by the mother of Anna Celeste Lowe, the Bossier Parish girl killed in January of 2011, names several state agencies as defendants who she claims are responsible for her daughter's death. Jamie Mercer, Celeste's mother, named Wesley and Catherine Lowe, the girl's accused murderers, among others.
Mercer also holds The Louisiana Department of Children and Family Services, an investigator with the Ouachita Parish Sheriff's Office, the then Bossier Parish Sheriff Larry Deen, an investigator with the Bossier Parish Sheriff's Office, Louisiana's Attorney General Buddy Caldwell, and the Louisiana Office of Risk Management liable in the child's death.

KSLA News 12 reached out to all of the agencies named, as well as Wesley Lowe. Catherine Lowe is incarcerated in Bossier Max and could not be contacted. The following are the replies.

When contacted, an unidentified man answering the phone at Wesley Lowe's listed residence told KSLA News 12 his reaction was "none of your business" and they had "no comments." He also added that the media had "not done right by him."
