FBI arrests NO police captain for fraud

NEW ORLEANS (AP) - U.S. Attorney Jim Letten says a 19-year New Orleans police veteran and the owner of a Texas security company are accused of setting up a scheme to get kickbacks from a hurricane security contract.

Letten says 46-year-old Police Capt. Michael Roussel and 37-year-old Joseph Branch of Brownsboro - owner of Gladius, Inc. - were scheduled in court Wednesday on a wire fraud charge.

An FBI agent's sworn statement says an employee of a company that provides armed guards after hurricanes called on June 14 to say Roussel had offered kickbacks on a contract with a friend in Texas. It says the informant met later that day with Roussel and Branch, and worked up a contract under which the three would split $15 from every guard's hourly pay.

The statement says the FBI taped the meeting.
