The Bossier City Council is expected to vote March 7 on two ordinances aimed at panhandlers. One would make it illegal to be agressive when soliciting in public places. The other would make it illegal for panhandlers to interrupt the flow of traffic on or near roads. The proposals are being met with strong reactions from some Bossier City residents. And one Bossier City councilman says the ordinances would punish the poor.
