A Shreveport man plans to head to court to fight a $179 ticket he was issued this week for honking the horn on his car. McKinley Lewis was ticketed Wednesday after blowing his car horn at a city park. Lewis, who has an artificial hip and walks with a cane, says he didn't want to get out of his car and walk through the park because "of all the holes and things". "I honked my horn two times and beckoned my brother to come here," Lewis said. An officer who was in the park at the time approached Lewis's vehicle and issued him a ticket for blowing a horn during a non-emergency.
"It's for emergency use only," said Shreveport Police Detective Kevin Goodwin. "It's not to get someone outside and not to be used as anything but a warning device," Goodwin said. Lewis is scheduled to be in court in September. The horn-honking law has been on the books in Shreveport since 1971. Shreveport Police say they issued three horn-honking tickets in 2004.
